Because of the full-scale war, rehabilitation has become one of the most in-demand medical services. Professional rehabilitation support aimed at restoring the skills needed for everyday functioning and active life may be necessary after surgery, injuries, prolonged treatment, or illness. Depending on the diagnosis, patients may require orthopedic, cardiorespiratory, psychological, neurorehabilitation, or other types of rehabilitation. Free inpatient rehabilitation care is available to everyone regardless of place of residence or registration.
The Medical Guarantee Program includes free rehabilitation under the package "Rehabilitation care for adults and children in inpatient settings". Internally displaced persons can receive rehabilitation services at any of the 319 facilities in the country that have an NHSU contract under this package.
With an electronic referral. The referral is created by the attending physician, including a physical and rehabilitation medicine doctor. With this referral, the patient should contact a medical facility that has a contract under the package "Rehabilitation care for adults and children in inpatient settings".
By transfer. If a patient needs further rehabilitation after inpatient treatment during the post-acute and long-term rehabilitation periods, they may be transferred to another medical facility or to a clinical unit within the same hospital. In that case, a separate electronic referral is not required.
Internally displaced persons, like all other citizens who need inpatient rehabilitation care, are guaranteed the following services within the package:
initial, stage-based, and final rehabilitation assessments by a physical and rehabilitation medicine doctor and members of the multidisciplinary rehabilitation team;
establishment of a rehabilitation diagnosis, preparation of an individual rehabilitation plan, and a rehabilitation therapy program;
determination of the rehabilitation prognosis to plan the further rehabilitation route;
laboratory and instrumental examinations;
consultations with doctors of other specialties;
neurorehabilitation, orthopedic, cardiorespiratory, and other types of rehabilitation in inpatient settings during the post-acute and long-term rehabilitation periods according to the individual plan;
psychological support;
timely pain relief at all stages of rehabilitation;
transfer, if necessary, to other medical facilities or hospital units;
training for patients, caregivers, or family members on care specifics and prevention of possible complications;
provision of meals and, when necessary, food products for special medical purposes.

Rehabilitation may be received in any medical facility that has an NHSU contract for the package "Rehabilitation care for adults and children in inpatient settings". To find the address and contact details of such a facility, you can:
call the NHSU contact center at 16-77, where the operator will tell you which medical facilities have NHSU contracts for inpatient rehabilitation for adults and children, and will provide the address and registry contacts;
use the analytical dashboard "Electronic map of service delivery locations under the Medical Guarantee Program" on the NHSU website. In the filters, select the region, locality, and the service group "Rehabilitation care for adults and children in inpatient settings".
If an internally displaced person is denied services at a rehabilitation facility, asked to pay for services covered by the Medical Guarantee Program, or asked to make a charitable contribution, this is a violation of patient rights and the terms of the NHSU contract with the medical facility. In such a case, a complaint should be submitted by:
calling the NHSU contact center at 16-77, where the operator will help register the complaint;
submitting a complaint through the electronic form on the NHSU website in the section "For citizens" -> "Feedback".
The Medical Guarantee Program ensures the same free list of medical services and equal access to care for all Ukrainians regardless of internally displaced person status.
