Rehabilitation may be needed after surgery, injuries, long-term treatment, or illness. Since the start of the full-scale invasion, the number of people requiring comprehensive recovery has continued to grow. Returning patients to a full and active life through rehabilitation is one of the important priorities of the healthcare system. Everyone can receive free outpatient rehabilitation care regardless of place of residence or registration.
The Medical Guarantee Program includes the package "Rehabilitation care for adults and children in outpatient settings". Internally displaced persons can choose any of the 470 facilities across the country that have an NHSU contract for this service.
Have an electronic referral for rehabilitation. It is issued by a family doctor or attending physician, including a specialist in physical and rehabilitation medicine.
Apply to a medical facility with the electronic referral. The patient may independently choose the rehabilitation facility, department, unit, and rehabilitation specialists according to their specialization.
Internally displaced persons, like all other patients who need outpatient rehabilitation, can receive:
initial, stage-based, and final rehabilitation assessments by a physical and rehabilitation medicine doctor and members of the multidisciplinary rehabilitation team
rehabilitation diagnosis and preparation of an individual therapy plan
rehabilitation prognosis based on assessment results to plan the further rehabilitation pathway
consultations with doctors of other specialties
neurorehabilitation, orthopedic, psychological, cardiorespiratory, comprehensive, and other types of rehabilitation during the post-acute and long-term rehabilitation periods according to the individual plan
psychological support
selection, adjustment, and training in the use of assistive rehabilitation devices
training for patients, family members, or caregivers on care-related issues
issuing certificates, preparing temporary disability conclusions, and referrals to medical-social expert commissions and/or medical advisory commissions
adherence to barrier-free access and inclusion principles during medical and rehabilitation care, including through telemedicine

To complete rehabilitation, a patient may choose any convenient facility that has an NHSU contract for the package "Rehabilitation care for adults and children in outpatient settings". A facility can be found by:
calling the NHSU contact center at 16-77, where the operator will explain which facilities provide outpatient rehabilitation for adults and children
using the analytical dashboard "Electronic map of service delivery locations under the Medical Guarantee Program" on the NHSU website. In the filters, choose the region, locality, and service group "Rehabilitation care for adults and children in outpatient settings"
If an internally displaced person is asked to pay for services covered by the Medical Guarantee Program or to make a charitable contribution when applying to a rehabilitation facility, this violates patient rights and the conditions of the NHSU contract with that medical institution. In that case, a complaint should be filed:

The Medical Guarantee Program ensures equal access for all Ukrainians to the same list of free medical services regardless of internally displaced status.
